This paper presents a comprehensive analytical framework for Chief Information Security Officers (CISOs) to evaluate and justify disaster recovery (DR) investments. We develop an interactive cost-benefit model comparing Cold Site (slower recovery, lower operational cost) and Hot Site (immediate recovery, higher operational cost) strategies.
Our methodology quantifies the total cost of ownership (TCO) including infrastructure costs, downtime costs based on Recovery Time Objectives (RTO) and Recovery Point Objectives (RPO), and opportunity costs. The framework enables executives to make data-driven DR investment decisions by translating technical recovery metrics into financial impact.
